THE NMPA SETTLEMENT -How will individual writers get paid?

Here's a question for publishers:
The NMPA settlement pays publishers on a market share basis - meaning that they will receive their share of the settlement money based on how much they earned in previous years. How are publishers' planning to pay their writers? It does not seem fair that they be paid using market share. For example what about a writer who did not get paid because of a dispute - he or she would have less market share because of not getting paid!

One size doesn't fit all.....

We are working with publishers to help design settlement payment allocation methods. A "best practice" guideline is the objective. It would be great if members of this forum would provide their comments on what they think a "best practice" allocation method would consider. I will follow the forum posts with great interest.
