How much should writers and publishers get paid? with Rich Stumpf of Atlas Music Publishing

You may know that the Department of Justice is currently preparing to review the consent decree, as Aaron Davis/Exploration.io reported in an interview with Danielle Aguirre of the National Music Publishers Association.  

In the next installment in this series of interviews covering the sensitive topic, he reached out to Atlas Music Publishing CEO, Rich Stumpf, who is also an AIMP NY Board member.  

How much should writers and publishers get paid?  Is the consent decree simply too antiquated to work?  What about mass licensing and a free market for publishing?  Would this sort of scenario make building a music tech company cost prohibitive?
